The epicentre is the point on the surface of the earth closest to the focus of the earthquake (the focus is the actual location of the earthquake) and thus has lost the least amount of energy.
The further away from the epicentre, the more the energy is dissipated.
It’s a bit like a rock being thrown into a pool – the most disruption is caused where it enters the water. The highest ripples are those nearest the splash. As they spread out they get shallower and weaker, because the same amount of energy is being transferred to a larger area.
In an earthquake, the epicentre is the bit nearest the ’splash’, and the outlying areas which suffer less do so because the ‘ripples’ are transferring the same amount of energy over a wider area.
