What determines whether buildings are retrofitted or torn down?

How are building departments retrofitting buildings and roadways to make them safe when an earthquake occurs? What determines if the buildings and roadways are torn down or retrofitted? please leave sources.

I don’t know for sure, but I would assume it would have to do with the cost. Would it cost more to retrofit existing buildings, or just build new ones?
